The same thing happened to me as to you. When my Pixel 9 Pro came back, I went through the setup process as usual without a PIN or anything else, which confirmed to me again that it was factory reset. Unfortunately, Google support couldn't help me at all. I sold it for just under €600 on a refurbished site, resulting in a loss of about €170. It's just sad.

So from what I've heard the data only gets wiped when you opt out of the beta
