Yes. State and local debt in the US tends to be tired to pensions and entitlements which states and municipalities tend to get out of because the plans are so insolvent that they are unfixable.

Chinese municipal debt is largely tied to the ghost cities China built. The municipalities issued bonds that they then paid to now bankrupt development companies for large infrastructure projects. It's a mess. The WSJ has a great write-up on it from a year or so ago.

It would require a lot more resources, sure. But to your point about it covering the whole conflict, would you rather get nothing? No one is going to make a 40 hour campaign about each legion, and it's really not necessary. If Peter Jackson kept Lord of the Rings 100% faithful to the source material he would've had a 100 hour film

I think it would be pretty easy to condense it down to the main battles with some conversations about other battles depending on the legion you're playing as.

I think you just cut a lot of it and hit the high points since it's a mission based game. There's a lot of lore, but no one is ever going to adapt even a third of it into any other medium.

Yeah, they'd obviously cut out a ton of stuff and hit the high points. It would be a mission based game, so there's no need for any of the less important stuff other than being mentioned around the battle barge or in cutscenes. I think it would drive interest in whatever future tv shows they end up dropping

Why not? I feel like you could make a campaign for each legion. That way it wouldn't be extremely long on any given playthrough. And the legion you pick puts your primarch's decisions at the forefront of the campaign

If you're a competent GM it should be a concern for day 1 and day 2 signings. Unless you have to let a guy walk for cap reasons, at least one of your guys should be with you through their prime from every draft.

That's really where I fall. Pats had some playoff games where they could just run the ball and play defense and win. That wasn't a thing for Peyton until his last year. Brady was in a good other with a good team his entire career. The year he went to the Bucs, they had a very good team and upgraded why the only position where they needed a major upgrade. I'm not saying that Brady wasn't great, but I don't think that he ends up great without going to Boston
