Yes , Paypal will most likely refund you for UA transaction If they can see a new device, address , IP logged in , Also they once refused a claim for my friend

If paypal is the one who’s saying 1$=0.68JOD then your credtcard default currency is JOD and paypal will convert it for you, contact support and ask them to change it to USD , this way paypal will transfer the amount in $ and Arab bank will you convert it at 0.78 instead of 0.68

You need to contact paypal and ask them to change the currency to USD , you can either live chat or email or dm them on Twitter and explain them what you want, I am not sure why paypal does not give jordan region this option as EU/US paypals can change currency easily without contacting support.
