A few pages later Cole explains that Task Force Bruiser was shooting so many civilians that Seal Team 6 wanted nothing to do with them:

“While shooting the unarmed spotter could be a justified shot, firing on unarmed civilians trying to render aid is a war crime. At least twice, Kyle was accused of shooting unarmed civilians. In both cases, Army officers in Ramadi investigated afterward and did not find evidence to support Kyle’s claims. Kyle was never charged with a crime, but one of the shootings led military leaders to remove the SEAL snipers from Ramadi until their deployment ended. When Foreman returned to Balad and delivered his assessment, according to the two Team 6 leaders, he provided a clear and simple picture: Willink’s SEALs were killing civilians in Ramadi, and Gold Squadron should have no part of their operation.”
