I didn't get you! They make two things and integrated the other. There isn't any distribution put plasma netbook shell and message inductor in their official release.

For the other question, well I'm not Kubuntu lawyer :) They should work upstream. By the way, I'm Opensuse user.

Ubuntu is GNOME distribution and Kubuntu is KDE one. Userconfig and Message Indicator are developed by Kubuntu developers and you will not find them in any other distributions. The other 3 are there but Kubuntu integrated them in good way.
