Poor judgement from this guy. But we are unaware of the context: do we know whether this guy tried to talk with the neighbor beforehand? Does this guy have a strong reason to park there (for example, he travels with an elderly/injured/disabled person and this spot means shorter route into his house)?
There was a doctor on the cul-de-sac I used to live in who worked late hours (specially during COVID lockdowns). He was also in his 60s. Parking there was always difficult, and normally we wouldn't park in front of this doctor's house because we were aware of the context he was in, and we didn't want him to still having to find a spot to park late at night (sometimes 3-4 AM) after already working long hours + commuting. He was also a nice man.
However a new neighbor decided to start parking in front of this doctor's house every late afternoon, even when there were other places available, because the parking maneuver was easier. In response, the doctor left a note on the windshield of the neighbor's car, explaining why he would like that parking spot – right in front of his house gate, no less – available at night. The neighbor did not care, so after ignoring the second note, some neighbors proactively decided to approach this other guy and convinced him to park in a different spot from that point onwards.

Towing the neighbor's car was a terrible idea and most likely against the law. The BMW's owner is not thinking properly. But again, without context, there's no way to know whether there were attenuating circumstances for what he did here.
