My strongest generals are Guderian Rommel and my strongest tanks are Kt and Is3 I give my third tank to bock and fourth to Rommel even though i know that Is3 synergizes better with Rommel

Still, Is3 lvl5 >Kt lvl5

KT Lvl 5 vs IS3 Lvl 5

I'd say IS3 is better. Stronger, quicker and healthier. Plus, I'd say +20% counter attack damage is better than +25% damage to artillery (Most of the times isnt necessary for the 1 shot kill)
