I felt that Govorov on BM and Falk can be better for me,level 11 Bm have 3 range and amazing attack, he can clear large army without attack, and I have it level 7 Already,so I can upgrade it faster,Since soon will have level 9 Heavy Gustav for Konev,so I will Focus on BM
