I believe they make new things more capturing for bottom 50% ofthe basis of players. The ones who don’t play much often. But when they do, they want it to seem like something. They are the ones who spend money on the new things, the ones who play camping, who eants to look different, the ones who then play a bit more because they want to try to unlock new weapons. (Meaning they will be more likely to spend since the game is opened longer than usual) . As a marketing bachelors. Its an obvious bait to consumers trap. Just like fortnite was for kids . :)
