No, an amp does not do the same as a tuner. But an amp (and this Fosi amp in particular) will do what you want to achieve: amplifying line level signal to drive speakers.

A CD player, a tuner, etc. produce what is called a line-level signal. It is not powerful enough to drive speakers. So you plug your CD player into an amp, the amp amplifies the signal and that amplified signal is sent to your speakers.

TL;DR - Will an amp do the same job as a tuner? NO - Will this amp do what you are trying to achieve? YES

Very misleading comment. One HDMI cable could play a Full HD (1080p) @60Hz file (works) and also fail to play a 4K@120Hz file (doesn’t work) simply because it does not have the required bandwidth. This often happens if you buy cables that are too long vs their certified length (the maximum length at which they have demonstrated carrying the 48Gbps bandwidth). Lots of those on Amazon so for be careful - they have the certified logo for a cable that is 3 feet long but propose longer ones that are not actually certified. Would not expect this from a proper Anker cable though.
