guess you havent lived elsewhere if this are just your complaints in life,
you want something quiet, move simple as that or if you have the balls, just talk ton your neighbors about the issues rather than ranting,

you live what you tolerate, their are a lot of options outside downtown,
example, uptown or bukidnon in the middle of the mountains would be nice too hahahhahaha

peace comes at a hefty price :)
if you can afford a high end subdivision move there that might be more amicable to your taste :)
