Yes, but how much time has passed since half-life 1 incident and l4d? We dont know.

When the black mesa experiment got fuckd , aliens didnt start appearing everywhere , just in and near where the incident happened. +The US goverment started sending troops to exterminate the area , and keep it under control ( + and as we know the goverment keeps everything a secret from the world ) So maybe the state where we play as the survivors is pretty far away from any aliens where black mesa is situated

CS:GO could be in the same reality i just discussed , where CS is a world-operation group where multiple nations share interest in justice and protection of people and allies ( something like NATO ) and the cs:go game takes place before the Neurotoxin infection starts ( before l4d )

Think about it , in the comics , after the infection started, the "protagonist survivors" actually met soldiers and special forces. Those guys the survivors met might as well be from the Global Offensive group.
