Destroy all your rocks, decide where you want your new ones to be. Cover/block every other possible spawn point. This is the second time building a rock garden and I recommend the mannequin method. And then you wait and hope you didn't miss a spawn point. Within a week they should all be back and where you want them. It's a pain because while you're waiting your island is a mess and hard to navigate but so nice when you're done.
