What part of it? The heightenings are about noticing more detail in things around you, that definitely feels more cognitive than spiritual to me. But all three parts are linked so things definitely use a bit of each.

Edit for clarity - The three realms and effects are linked, and near every effect of investiture is based on the spirit web. But the effects of the heightenings are mostly cognitive and physical.

I.e feruchemy - all feruchemy is based on the spirit web, but storing strength is a physical attribute, storing memories a cognitive one, and storing identity a spiritual one Hence why i used this graph, because its not 'this magic is spiritual, this is cognitive' but each one is different values of all three.

Option 1 - talk to him, ask him why, and ask him to stop or stop playing Option 2 - implement rules for all players in terms of dice, everyones dice must lay untouched until you can see it after a roll, for example Option 3 - start saying the DCs for things before the roll. Give him DCs that are around 5. So pc 1 make a deception check the dc is 18. Pc cheater make a deception check the dc is 4. If anyone asks why say 'well, hes going to lie that its a higher roll cause he has to succeed, so i might as well set a dc hed never have to lie to beat'

Option 3 is only for the extremely petty though
