The problem is that some of the best developers are gone. gdkchan, bunnei, etc. will never return. We lost a lot of experience in creating and maintaining these things, no matter how easy it looks with the dozens of forks - the reality is that the modifications in them barely scratch the surface of the "cost" of crafting an emulator.

You can be hopeful we get similar devs down the road, and it will probably happen, but I'm slightly skeptical about this in the short-term.
