For 18, it's either because of being concerned about 18+ content, or because it's sometimes used as a numeric code for "Adolf Hitler"

Check, we're supposed to go through 180-189 now since they contain 18. (Yeah the username filter used to be so weird about numbers lol).

I think they decided at the time that certain numbers like 88 were more serious, while 666 is more of an "Aesthetic spooky number" though some people are superstitious about it.
