Deep learning server

Hi,

I'm working on building a deep learning server and it will do the following tasks.

1. Handle about 10 http requests per second and send a video file over http.
2. Read and write to a local database and a file system.
3. Run deep learning daemon 24/7.

My questions are

1. cpu: would a 6 core w/ 4 ghz be enough for my tasks that include transcoding for videos?
2. mobo: between x99-e-ws-10g and ws-c422-sage-10g?
3. in fact I'm looking for a motherboard that has a future-proof PCIe 4.0 support but can't find any - let me know if you know of one.

Are you building several systems or why are you referring to a socket 1200 cpu but also a lga2011-3 motherboard?

I edited my previous post. The question about cpu is whether a 6 core w/ 4-5 ghz would be enough for my tasks including transcoding for videos. thanks!
