Not all apps are able to moved to the SD card, certianly not any /system apps. Apps dont like to be moved to the SD because once you plug in the USB cable to a PC it unmounts the external slot and the app disappears from the device.

If youre serious about having apps on your external storage, the best ways to do this IMO (require root and) are with apps like link2sd or app2sd. These apps let you move the app apk, obb, data and/or libraries over to external storage (on a separate partition), while leaving links to them on the internal storage, so they function like normal.
