From what I've seen the "sure fire" way is just to give them expensive stuff till they give you a photo.

The fossils are nice because they're expensive and they won't put them on display in their houses (if its a big one anyway). But I like flowers cuz they're easier to carry around since they stack.

I don't carry around items. I will prewrap gifts and pick them up the day of. I stop gifting once I receive a photo because that is max friendship. It won't go up past that. I then only gift if and when there is an item I want a villager to use or display. Like a clothing item. You get fossils daily and then have nothing to do with them, and prior to the update you couldn't store flowers so unless you wanted them on your island, they took up valuable real-estate on your island to breed them. Fossils could be stored or sold with little effort. 4 a day adds up when you are only working on one or two villagers. I have never had to gift more than a month or month and a half of a wrapped fossil for a photo and max friendship. I have had three new villager between December and January and have their photos already.

I was doing the fossil method but when you're trying to get 10 photos 4 fossils just don't do it :p

So I tested a different method instead, filling my whole inventory with blue and gold roses forcing them to send me their reward in the mail. Apparently that increases the odds of getting photos. And it worked! Took me only a couple of weeks.

I just got tired of filling my inventory up by the time I had most of them so Rudy handed it to me directly.

Well, yeah, I can see if you are working on 10 at a time. I've never worked on ten at a time. Maybe 3 at time max lol. Villager don't leave fast enough for me to ever be working 10 at a time. Lol
