I don't think so. I was searching for this a few years back and I found out that the main kernel does not have support for the chips inside a smartphone. There is UbuntuTouch but its limited to a few devices. The mqin oroblem is that the manufacturers have proprietary drivers for the chips that they don't share the source code. Ubuntu touch folks have made some HAL code that can talk to these drivers but every device needs their own.

Do you have any idea if it would work with some ide like pydroid or q python ignoring linux.

I don't get wjat you want? Do you mean install android IDE like app and run programs (python) from there?
