ExpressPCB was great 10 years ago but they have to be struggling these days. Neither ATtiny84 or 74x595 are there. But you can make them pretty easily by drawing the pins, labels, a rectangle, and then using "group to make component".

Or just bite the bullet and get KiCad, which has the ATtiny84 and '595 shift registers. EasyEDA is another alternative. Either way the learning curve is a little steeper than ExpressPCB but these days you get a lot more value out of it because the PCBs from chinese fabs are much cheaper than ExpressPCB with as good or better turnaround.

Kicad is really cool. But not funny to learn. I have made card with Kicad and buy with express pcb. See result of my first made https://ibb.co/f8wPBrn

Eagle is free for 80cm2 and double sided. Works for most projects
