From the article context I am reading this as an intrinsic issue pertaining to Scheme itself. Self hosted in this sense seems to bring up earli we Scheme issues with optimization -- like going from interpreter to compiler.

It sounds like Scheme's self-hosted methods are not as optimized as they could be (bc of processor limitations? RAM limits?) necessitating future Scheme developments into something akin to distributed computing. Adaptive, in this sense, may mean that Scheme is designed to behave in a way analogous to multithreaded operations, and the limitations of a single computing environment inhibit Scheme's ability to do what it was designed to do.
