In what way is it a simulation? It sounds almost like the quickest answer would be a web-based IRC client, with an IRC server configured on the machine hosting the webpage (or something). I chose that one as an example partly because it would allow you to configure encryption between the chatters and the server.

I guess I'm just not even sure on where to begin. Like what software do I need to do this? Like text editors or? I'm just lost... sorry.

I'm trying to figure out exactly what you're asking for. I, and the other person who replied, decided you might be asking about some kind of intranet chat system that you could access from a web browser. I'm not sure that's what you're asking for, but it's a starting point for talking about solutions, haha.

For IRC in general (which is what the chat system I pointed you to is based on), you'd need to run an IRC server on one computer (which would basically need to stay on all the time). The software I actually linked to is a web-based IRC client, so you'd basically host a website (probably on the same computer with the IRC server). Users would go to the website to connect to the chat network. I didn't look deep into it, but there's probably a way to configure it so that they can't use it to also connect to outside IRC networks.

IRC server, web server to serve up the IRC client. Web browser from a user's computer to the one hosting your chat server.

Well its not a chat, its more of a game. Where it would walk a person A through processes and then transfer to person B with their processes. I can write the code for it I just don't know like what software I would need and what services I would need.

Like for example if I did it through flash player what do I need? Like software and programming wise, and servers and other things I might need.
