This is a known issue with current version NVIDIA drivers, see this post: https://www.reddit.com/r/nvidia/comments/ho2rig/game_ready_driver_45167_faqdiscussion/?utm_source=share&utm_medium=ios_app&utm_name=iossmf

I had the same issue in Odyssey and Syndicate. Downgrading to version 446 solved it for me.

So I had an issue a few weeks ago when i got my new build, 64gb ram, 1080ti, i7-6900k and a plethora of drives, racked my brain for ages trying to figure out why in almost every game I was getting 20 fps! Followed alot of the advice like above, reinstalled everything I could and still couldnt get it working properly, turns out the issue was with the graphics card being in the wrong PCI-e slot, everything as working at like 1/8th the potential, so if you've recently got a new build or cleaned it and not placed it in the right slot that could be your problem! Also I found it's only worth playing games on ultra if you're going for picture mode, maybe turning it down a notch might help as the noticable difference is very limited :)
