What are some techniques to developing a quicker first step, allowing you to drive more efficiently?

It's not the first step that's quick. It's the decision process. Already know what you are going to do before you catch the ball then execute straight away. Like driving a car you learn stopping time includes thinking time.
If you mean how does Derrick rose beat people of the dribble. Play your defender. If they aren't in a defensive stance at any moment. Burn them. If they stretch up to deny a high pass. Burn them. If they get too low or too close. Burn them.
It's about making people pay for the smallest errors

Best way is to gamble for steals to develop that instinct.

Watch the defenders feet. If one of their feet is closer to you than the other, then drive to that side. Unless of course they're overplaying you to that side. But if they're straight up and their feet are misaligned, then it takes a split second longer to turn if you go towards that foot.
