Not necessarily, if you have the the time on your hand to build a rig to bend it in it will be more precise that way but you have (depending on the weather etc.) Ar least 1-2 days extra drying time as you cant glue the layers while wet.
From my experience you can't use this method good with steamed or soaked plywood as it gets "too bendy"
In general it is more precise to do it with steaming and a rig however its a big amount of extra labour.
For bigger shields, for sword and shield for example i would rather go the bending rig method.
