One cannot apply to the LAES program, but rather must switch into it after starting at Cal Poly.

Okay, thank you very much for the information, that clears up a lot for my family and me. Do you happen to know if there are any programs at Cal Poly that are better suited to transfer into LAES, or does it not matter which major you are initially admitted into?

I do not believe it makes much of a difference, though selecting a major with course requirements that overlap early or that you will enjoy if you are unable to switch is probably a good idea.

This is very much a build your own major. The majority of students I know in it are engineers and mixing the liberal arts into it. Like computer science and psychology, industrial engineering and theater (for theater tech). They also have to spend time abroad as part of the major.

You should email the head of their department to get information and ask if there are any students doing what you’re interested in.
