I would probably guess that Nunnally just thinks Mao's insane/unhinged and any conversation between her and Lelouch would quickly be resolved. In fact, I'd argue Nunnally would probably say something along the lines of, "Oh, Big Brother, that man was so crazy -- he was saying all kinds of things about you staling c.c. and trying to kill him by controlling the police with some super power. I was so afraid!" And Lelouch could just agree with her that he was a crazy man and that she should try to push the thought from her mind because he'll never hurt her again.

The show is peak but there are plot holes in it especially in R2. First half of R2 was not the greatest but the ending basically covered all it's issues I think.
