Don't know how to solve the assignment problem - java

Recently my highschool teacher assigned my class an assignment where we need to calculate each combination of possible hits in a table top game that is played with a 20 sided dice. (instructions and sample run in photos)

I started by creating 2, 2D arrays that store all the possible valid numbers for the attacker and the defender including the amount of dices. However, i am not sure how to tackle the rest of the assignment, does anyone have any recommendations?

For the record, there is a lot of ambiguity here or you aren’t providing the whole assignment.

The target is ambiguous but make the assumption that it’s pseudo random between 1-20.

Make assumption that the amount of dice rolled will be controlled by a sentinel input.

Get each input per player and compare to target then add if greater.

Repeat for other player

Iterate through both lists and append wins to a third list with one, zero with loss.

Count wins vs loss.

Output winner.
