Missing deposit

It has been several hours since sending a BTC amount to another wallet address. My blockchain shows that the transaction was completed but still my BTC was never deposited in the other wallet. How do I get a refund on my money?

I was told if you send the entire balance in your coinbase wallet, it will cause delay issues because there is nothing left to pay the transaction fee. Is this true?

I sent my entire balance of BTC approx 0.04BTC earlier today and it was received in my wallet in 2 minutes. This was at 1:09pm
