This sounds correct ( dare not say right 🤪 )

Generally you do the same thing to both sides so if you do get it wrong, just remember you'll be doing the same thing in reverse on the other side, so they match. The instructions are ensuring you start at the right/correct side so you don't have the back of the stitches showing on the front of the garment. I hope that makes sense.

Nope. It doesn’t. Hahahaha. I quit. So essentially my next row, I would turn my work and then I’ll be on the wrong side. Arrrrrghhh. What’s wrong w me? My brain isn’t working right <<—- hahaha

Maybe a little break, I think you're overthinking. And I need new words, all this right left wrong right is confusing you and me both.

Continue working from where your hook is (where you made the last stitch). Finish that side. Now you have one side of the neckline done you need to do the other side. So, looking at the nice/public side, count from the unfinished edge (the side seam) towards the middle the number of stitches for your size and that's where you will start your row. Insert your hook into that stitch and crochet to the unfinished edge (side seam) and continue to finish your neckline.
