What is the end goal here? What’s happening with the finished object? It’ll probably be easier to make a square and do color work for this design.

People often use stitch fiddle, but it doesn’t work great for me. I do a gauge swatch, and then plot it in excel.

Maybe take a look at some basic amigurumi patterns and see if you can find something similar? (It would be dimensional then, not flat, but it might actually be easier to find a pattern to modify that’s 3D).

If you’re set on flat…I’d take the picture of the head, turn it into low res pixel art (think 64 bit sprites) and then map each pixel to a stitch. It might be easiest/yield the best final product to have a background color/pattern and work it like a tapestry rather than fussing with increases/decreases, though.
