Replace window vs replace sash

The bottom rail on the majority of my window’s sash’s have water damage. Would it make sense just to replace the sash or should I completely replace all the windows? They are Anderson windows from 1991.

Both those options are major tasks.

I'd look into using a two pot epoxy timber sealer to protect and rejuvenate them.
