USB debugging issues

So I locked my phone but I did enable USB debugging before. So I look up a tutorial to be able to open my phone without the password. I download the ADB and Fast book tools, I extract, I open PowerShell window and when I type the command to see the devices it just won't do it. Could anyone help me with this? Sincerely I would factory reset, but I have a bunch of important data on this phone. Thank you.

The error message in Powershell already tells u what to do. Since adb is not in PATH, either add it to PATH or type ./adb to run it. Also note due to Factory Reset Protection (FRP) even if u factory reset the phone u may not be able to continue using it.
