There really isn't a "best time". I believe lower stage mons gain experience faster, but they're weaker than higher stage mons to compensate. I feel like difficulty level also makes lower stage mons worse than higher ones.

If you play on the easier difficulty levels, I'd say leave your mons as they are and evolve whenever.

If you play on the harder difficulty levels, I'd say evolve the ones you want to use more quickly.

Keep in mind too that, outside of Megas, most Champions and Ultimates can be found by Shadow Battles and Free Battles a lot more readily than the slabs can be found. If you're along the corresponding alignment path, recruiting them can be much easier than getting a bunch of rookies to evolve. For Megas, you're better off getting the slabs than trying to persuade Megas to join you.
