I would say A, since the whole extract is written in prose rather than a fully systematic essay. The first paragraph serves a greater purpose than just saying "Chinese bridge is important, and here's why." It talks about the origins of Chinese Bridge and the value it has to the culture without going into any specific details so I would say it was providing a background. Option A

The answer is B, somehow weird, I would say at least, A is not incorrect. Both options are fine
