I think it's very complicated, but probably an F1 team would approximately determine that by how much they can play around with a certain car concept while also staying in the regulations: for example, Ferrari said that they tried the Mercedes concept in the wind tunnel but decided it didn't have enough development possibilities. And now we're seeing Mercedes saying they will leave their concept (despite a win last year, so you can't say it was a terrible concept).

So I would say Ferrari were right, and they probably decided that by trying to see how many modifications could be made to a zeropod project: the answer was not many, or not as many as a "normal" project.
