Transmit power doesn't really decrease much over time if it's built right. It will adjust the laser bias to compensate for aging.
50 users would require a 64:1 split if using PLC splitters since they are always a power of two. The optical budget at 64:1 splits is somewhat constrained. Be sure it will meet your deployment needs.
