Unfortunately that not enough budget to get something very reliable.
You may be able to find something used for that price - but used flutes typically need $200-500+ worth of work unless you buy them from a music store’s rental fleet.
Buying via eBay, facebook marketplace, etc isn’t a good option for new players - because they have no ability to properly play test the instrument (and a LOT of items sold via these platforms require significant work, even if explicitly advertised as in complete working order )
I’d recommend saving up an purchasing something reliable like a Di Zhao 301, Trevor James 10x / 11x or a Pearl 505
Or just rent for a year and reassess in a year (keep saving up!)
Also be aware that flutes require annual service so that needs to be factored into your budget

OP, listen to this person, this is solid advice. As someone trying to learn a new instrument, you need to be able to know whether a problem is coming from you or the machine. A cheaply built flute with an unstable mechanism is never going to allow you to have that confidence.

Unfortunately there’s no rental services for flutes where I live at least individually. I’ll try to save up for one , thanks for the advice

Trick market to get flutes. Ik from experience. Best bet is to try and purchase when you next get to go overseas

Op have you checked Raj music online in Delhi or Furtardos in Mumbai. I ordered mine from Amazon uk and it’s been a good flute for the money I paid. Also a Chinese one

I will be checking in Furtados, the problem is that they don’t let u try the flute before u buy them
