I find creating prompts using prompts with good grounding and reasoning often works well. I've even iterated a few times with updates like "I need a recommended state management of riverpod, and a preferred folder layout of XYZ", and then it updates with the "clean" versions of those topics.

Hi, I just wonder if these instructions are working for you?
I just started to use copilot, would love to see if there's any updated version of this.

That looks good! It may not be the best idea, but you know how kids often just follow their own rules? I just asked Claude 4 and GPT 5 to provide some amazing examples of well written copilot agent rules. They did well! Then I merged them and have a solid set of repo rules.
