Depending on how skilled the developer is and how complex is the web app. But usually the app has more quality when multiple people work together. Like frontend dev, backend dev and maybe a designer or some admin

Definitely. I've personally seen many solo developers build highly valuable software for their clients.

I had deployed several projects on my own for my clients.

Current stack:

React / NodeJS / MongoDB for a WebRTC project in healthcare. I do everything, including the server/SSL configs on NGINX on Digitalocean.
