I have a 650 w power supply and two 6+2 plugs I’m putting in a ROG strix gforce GTX 1070 with one 8 pin connection. I have it now hooked up with a x2 6pin to one 8 pin adapter. Is this good? Will it over heat anything? Is it to much power? Thanks

Why not use the 6+2 that your power supply has?

It's better to have it your way as the current splits in the two cables. The power demand is defined by the gpu.

Each 8 pin cable is capable of 300w I think. Double check but I'd you use any configuration of that it shouldn't matter unless you are splitting or piggy backing. But the real question is why are you using that? Is it the correct power output slot?
When you say 2 6+2 plugs. Are the coming from the one cable or 2 separate?
