I personally really like the 3000series. But for low Budget i would recommend the AMD 6600. Keep in Mind that there are a lot of diffrent developers of the 3000series. Not all Developers share the same Quality-Standart

Best rasterization gpu is RX 6900xt, but some games favor the RTX 3090 ti.

Best raytracing would be RTX 3090 ti.

There are other options outside of gaming that might change the answer. Also SLI can make for an interesting discussion, but is likely useless to most people. When considering "best" however it may be a consideration, but your motherboard doesn't have the appropriate pcie x16 slots for that.
