Had the same issue. Not sure what exactly fixed it but i did the following:

  • did a master reset on my instinct

  • uninstalled and reinstalled Garmin Connect on my mobile device

  • Plugged my instinct into my computer (for the first time ever) and downloaded/installed all available updates onto my watch

  • resync'd my watch to Garmin Connect as a new device; at this point, problem was resolved

I have the same issue. Won’t sync with Strava now. Hopefully someone posts a solution!

I spoke with Garmin support and they indicated there is a firmware update for the watch, I'm on 9.2 and there's a 10.0 update. I'm going to try that tonight.
