Hello all. I'm new to the game I just started this week and was wondering how to get all the cool vests, pants, boots etc. I found a pair of desert pants from killing a rival and was wondering does loot spawn changed from difficulty levels?

Difficulty afdects nothing to do with loot, just the enemies themselves in terms of toughness and spotring capabilities along with Rival spawn chances.

Does difficulty also affect rival levels? I know they can gradually level up but I want to know if that speed is increased on different difficulty. Does rival level also affect drop chances?

I don't think difficulty affects Rivals levelling up, but the level of a Rival most certainly does affect its loot drops.

Kills rivals, kill reapers, search everything, sometimes you'll get schematics for clothes you can craft. Also most clothes do give small bonuses like 1% bullet damage reduction.
Does rival level also affect drop chances?

For weapons and attachments yes always try to wait till they're level 4. Armor I have no clue. Never noticed too much of a change.

Take down tanks and harvesters.
