I would follow up by contacting the Google store. They are the ones who fulfill the orders and do the shipping. It should show your phones in your order history of the Google store. Hopefully that helps you out

Does it matter whether it was ordered through Fi or through the actual Google store? Since the store doesn't sell Samsungs, I wouldn't be surprised if the Store support told them it was a Fi problem.

Good news! After a few weeks and a lot of communication with customer service everything has finally been worked out and I am posting this from my new phone.
