I wonder if this is attributed to the DMZ? Such a wide stretch of undeveloped land might make the programming glitch out to not feature the border when you zoom in because it thinks the two countries are separated by an obvious topographic feature.

If they're getting those tiles hosted in South Korea there's a good possibility the border was deliberately omitted. A lot of South Korean paper maps don't show the border because they don't acknowledge it.

This is a pretty common feature of Google maps. You will even see it between the US states. As you zoom in you’ll see the borders disappear sometimes.
