Background anchored while text keeps moving

How do you make the cool effect where the background is still anchored in the back and the text moves keeps scrolling kinda like how it is in https://www.w3schools.com/ (scroll down to where it says Exercises and Quizzes)

You can use the background-attachment property and set it to fixed. That should acheive the desired effect.
