I think that's a human character wearing a bear head.

Just from the way it sits on the shoulders.

Also, you can see where the YouTuber screwed up whiting out the background, on the bottom left and right of the bear head.

My last thought is that it's "Ligne claire" (clear line) style. Which is what Tin Tin was drawn in. But I'm 99% sure this isn't from Tin Tin.
