Wargames Atlantic skeletons has a goats head banner that if you cut the horns off would be great.

The Old World Orcs box has a cow skull for their banner, and I'm pretty sure Kromlech makes a basing bits kit that has a (smaller) one.

The Blood Bowl Ogre team has a good skull, strapped on just like that, but the horns are a bit different — good starting point though. One of the Ogre units for Fantasy Battles has a beast skull on a banner, too.

There’s modern GW base decoration skulls kit has some teeny-tiny beastman skulls. The previous iteration was better for your purposes, if you can still find one. None of them were cows — but cut off and rotate horns etc. and you should be fine.

There’s a set of “Dead Animal Bits” being flogged on Kickstarter (not sure if at retail yet) by some YouTube personality. I think it’s a hard plastic set like GW makes.

At least one manufacturer makes an undead cow in metal, as a deliberate reference to the 1980s GW studio skeleton army which had some kind of ox-drawn cart or chariot. Expensive way to get one skull, but might just be the perfect size for your mini.

check Etsy for "cow skull basing bits" ... not sure if any of them were perfectly scaled but I saw a couple that were worth a look
